Management Efficiency Monitoring Tools and Assessment System
The rules for monitoring and evaluating the management efficiency of the LEPL - Tbilisi State Medical University (hereinafter referred to as the University) have been devised to assess the effectiveness of university management and strategize measures for ongoing enhancement.
1. Management Efficiency Monitoring Tools.
1.1. Analysis and evaluation of current management processes / activities.
1.2. Identifying key findings to address and improve identified deficiencies.
1.3. Implementation of upgraded management tools into Uuniversity operation.
2. Analyzing current management processes and activities involves: assessing business processes, decision-making procedures, and functional delegation at both university and faculty levels.
3. Identifying key findings to improve identified deficiencies involves developing key findings and recommendations. 4. Implementing improved management tools in university activities encompasses putting into practice the primary findings of management improvement initiatives within the university operations.
5. For evaluation of management efficiency, the following is used:
5.1. Analysis of normative documents/material
5.2. Analysis of business processes
5.3. Survey of persons employed at the university, interviewing
5.4. Survey of students, interviewing
5.5. Recommendations developed by the Quality Assurance Service
5.6. Conducting a financial audit (if necessary)
5.7. Conducting audit of efficiency (if necessary)
6. Management efficiency assessment is conducted by a group, appointed by the rector of the University. In addition to university staff, external individuals may also be invited to join the group.
7. Rule of management efficiency monitoring tools and assessment will be implemented from September 10, 2018. Monitoring and evaluation of management efficiency is carried out once every three years.
8. As per the administrative-legal acts of the TSMU, it is permissible to conduct evaluation of management efficiency monitoring within a timeframe different from that specified in Article 7 of this rule.
9. This rule becomes effective upon approval.
