On September 30, 2023 the awarding ceremony of honorary citizens of Tbilisi was organized in the Palace of State Ceremonies. The Mayor of the capital, Kakha Kaladze addressed the audience: 

“I am proud to be an elected mayor of Tbilisi. On the one hand it is a great pleasure but on the other hand it is a big responsibility to be a mayor of such an ancient and beautiful city. For the sixth time I am honored to bow in front of those people who dedicated their lives to their homeland and the city.  I am proud to name and award honorary citizens of Tbilisi” said the mayor of Tbilisi.

26 citizens received the title of honorary citizen of Tbilisi in 2023 and Tbilisi State Medical University Emeritus Professor Nugzar Uberi was among them.
