Sports Center of Tbilisi State Medical University
Provision
Article 1. General Provision
1.1 Sports Center of Tbilisi State Medical University (from now on "University") (from now on "Center") is a structural unit of the University created to promote the development of sports within the University.
1.2 The Center is guided in its activities by the Constitution of Georgia, the Law of Georgia "On Higher Education," the charter of Tbilisi State Medical University, other legislative and sub-legal normative acts, administrative acts of management bodies, and the present regulation, which is approved by the university's representative council.
1.3 The Center uses the property and financial funds transferred for its operation by the rules established by the present regulation.
1.4 The center has a seal, stamp, and title page approved by the University.
Article 2. Tasks of the center.
2.1 The main objectives of the center are:
a) Promoting the development of sports within the framework of the university, taking into account the goals and objectives of the university;
b) Creation and development of the appropriate material and technical base for the center's functioning;
c) Development of individual sports and promoting popularization;
d) Operation of the center taking into account the university's economic interests;
e) Promoting the establishment of a healthy lifestyle;
f) Other tasks that do not change the goals and functions of the university as a higher educational institution or do not contradict the scope of authority the law grants.
Article 3. Structure and staffing schedule of the center.
3.1 The structure of the center and the staffing schedule of the center The rector of the university approves upon the director's submission.
Article 4. Director of the center.
4.1 The center is headed by the center's director, who is appointed and dismissed by the university rector;
4.2 The center's director is accountable to the rector and the chancellor, considering the competence of these governing bodies.
4.3 The director of the center ensures:
a) Management and protection of the property transferred by the university for the functioning of the center;

b) Management of the center's activities;
c) Submitting the financial balance of the center to the university;
d) Center's organizational work (organizational, material-technical, internal events) planning and management;
e) To submit documentation related to financial and/or economic activities to the university as requested;
f) Development of the center's staffing schedule and submission for approval;
g) To present the annual report to the university's representative council;
h) To submit proposals to the rector regarding the remuneration of employees, their incentives, and imposing disciplinary responsibility on them;
i) Implementing other activities that directly or indirectly serve the center's goals.
4.5 Organizational, legal, disciplinary, and other relations of the center's activity can be regulated by the bylaws approved by the center's director. By-laws can define the rules and conditions for the reception, preparation, issuance of a certificate of knowledge, and participation in competitions and other events of persons interested in a particular field of sports, as well as the rules and conditions of persons interested in the field of sports
4.6 During vacations, business trips, or when the director cannot perform his duties, the center's deputy director shall perform his duties, and in the absence of a substitute, any of the center's employees (23/6. 07.03.2024.)
4.7 The scope of property responsibility of the center's director is established based on the relevant agreement, the act of acceptance and handover, and the applicable legislation.
4.8 The center's director, within the limits established by the TSSU or with a power of attorney, represents the center in dealings with third parties, including signing agreements.
Article 4 Deputy Director of the Center
The deputy director provides:
a) Respond to the correspondence received at the center and prepare contract drafts.
b) Submission of documentation related to financial and economic activities to the head and the university;
c) Development of the center's staffing schedule and submission for approval;
d) Implementation of organizational work of the center;
e) To carry out other activities based on the director's instructions, which directly and indirectly serve the center's goals;
f) Performs the director's duties in the case of the director's absence, business trip, or inability to fulfill his duties. (23/6)
Article 5. Center apparatus and support staff
5.1 Heads of the center's sports and art branches and the center's employees are appointed and dismissed by the rector upon the recommendation of the center's director.
5.2 The university's staff schedule determines the number of staff at the center.
5.3 Individual directions of the center's activities, which are not provided for by the university's staffing schedule, are carried out by an invited person based on the relevant labor contract.
5.4 The center's employees ensure the fulfillment of the functions assigned by this regulation and the relevant labor agreement (contract) performance.
5.5 A written agreement on full material responsibility is made with the employee directly related to the storage, processing, or use of the property and valuables transferred to him.
Article 6. Incomes of the center
6.1 The income of the center is the income received from the current activity and other sources, which is allowed by the current legislation;
6.2 To carry out the main tasks defined by this regulation, the center will be given fixed and rotating means, with the right to manage them;
Article 7. Property of the center.
7.1 The center's property is the property of TSMU, which has been transferred to the center with the right of use and management.
7.2 Matters related to the property and income of the Center between the Center and the TSMU are regulated by the current legislation and this provision.
Article 8. Economic activities of the Center
8.1 The economic activity of the center is carried out based on the agreements concluded with the purchasers (customers) based on the regulations, the applicable legislation, and other normative acts.
8.2. Based on the market conditions, The prices and tariffs of the completed works and services are determined by the TSMU in the manner specified by the current legislation.
8.3 The Center does not manage the relationship with the state budget independently.
8.4 The center, in agreement with TSSU, determines the annual and prospective plans for socio-economic development.
Article 9. Accounting and Reporting
9.1 The center's accounting and statistical records are carried out in the scope and periodicity stipulated by the current legislation.
Article 10. Control of the Center's activities.
10.1 The relevant management bodies of TSMU carry out the control of the center's activities.
10.2 If necessary, TSMU appoints an auditor.
10.3 The center's activity is checked per the existing legislation.
Article 11. Liability and Dispute Resolution
11.1. The center is responsible for its obligations.
11.2 The applicable legislation defines the liability of the center director and the center employee.
Article 12. Termination of activity of the center
12.1 The bases for the termination of the Center's activity are:
a) reorganization; b) Liquidation.
12.2 The liquidation of the center is carried out in other cases determined by the administrative act of the TSMU or the legislation.
Article 13. Final Provision.
13.1 Cancellation of the center's regulations, changes, and additions are made by the decision of the university's representative council, according to the rules established by the legislation
